The NIF (numero de identificacao fiscal) is the nine-digit Portuguese tax number. Nothing about it implies residency or tax owed; it is simply how the tax system, and much of daily life, identifies you. You need it to sign a lease, open a bank account, set up utilities, take a job, buy property, register a car, and sign most contracts. It is usually the first piece of Portuguese paperwork an expat gets, often months before moving.
How to get a NIF
In person
Visit a tax office (Servico de Financas) or a citizen shop (Loja do Cidadao) with your passport and proof of address. The number is issued on the spot and it is free. Some busy offices require an appointment, so check before queueing.
From abroad, through a representative
You can grant power of attorney to a lawyer or an online NIF service, which applies on your behalf and emails the document. Providers charge a fee for this; the underlying issuance is still free.
Get portal access
With the NIF in hand, request a password for the Portal das Financas, the tax authority's website. It arrives by post to your registered address and unlocks everything else: address changes, invoices, filings, notifications.
Fiscal representation for non-EU applicants
If your address is outside the EU or EEA, the tax office requires you to name a fiscal representative, a person or firm with a Portuguese address who receives official correspondence for you, before it will issue the NIF.

Since a 2022 rule change, non-EU residents can drop the representative after the NIF is issued by activating electronic notifications on the Portal das Financas, so official mail arrives digitally instead of through a paid representative. Many people keep a representative anyway for the first year or two, since a good one flags deadlines you would otherwise miss. Confirm the current conditions of the waiver before cancelling a paid arrangement.
Worked example
Priya applies for a NIF from the United States through an online service before her move, using round figures for illustration since provider prices vary.
The number itself is free; everything above zero buys the convenience of applying remotely and covers the non-EU representation requirement, which she can later drop by activating electronic notifications.
Using your NIF
Two things to do from the start. First, give your NIF for significant transactions: employment, rent, banking, healthcare, anything with a contract. Second, when a cashier asks "contribuinte?", they are offering to put your NIF on the receipt. Registered address
The address on your NIF is your tax residency record. A Portuguese address makes the system treat you as a tax resident, taxed on worldwide income; a foreign address makes it treat you as non-resident. The tax office works from this record, and the date an address change takes effect becomes the start or end date of your resident status in its systems.

That gives you two obligations. When you become resident under the tests in the tax residency guide, update the address promptly; a stale foreign address does not stop residency from arising, it just creates a mismatch that surfaces later as wrong assessments or penalties. And when you leave Portugal, register your new foreign address, or the system keeps treating you as resident and expecting worldwide returns.

Common questions
Does getting a NIF make me a tax resident?
No. The NIF is an identifier. Residency comes from the tests in article 16 of the tax code, day count or habitual home, and from the address you register. Thousands of non-residents hold NIFs for property or banking alone.
Can I get a NIF before deciding to move?
Yes, and it is the sensible order. Registered to your home-country address, it carries no Portuguese filing obligations by itself when you have no Portuguese income.
What does it cost?
Issuance at a tax office is free. Online services and lawyers charge for the convenience of applying remotely; prices vary by provider, so compare before paying.
I am leaving Portugal. What happens to my NIF?
The number is yours for life. Update the address to your new country, and if that country is outside the EU or EEA, either appoint a fiscal representative or activate electronic notifications to satisfy the correspondence rules.
